2. The soccer team-mates in the game are NPCs. Therefore the artificial intelligence that team-mates can play a soccer match among themselves is necessary. Besides, they would do some foul actions according to certain situations. The game is a challenging and huge project and can keep refining after the release of the game.

What is the game?

This is a game that player act as a soccer referee. He has to judge soccer matches during his carrier with the goal to archive the highest position among the soccer industry and finish all the matches without being killed. The referee's reputation accumulates according to his performance in each match. The complication is that judgments may not be welcomed by either side of the team, or even the crowd. Dissatisfied judgments may result in injury or death.

Why create this game?

Up till now there is no similar game type that use referee as the ingredient. The idea also boosted by the dissatisfying judgment quality of the referees for the World Cup 2002. Since then soccer referee's judgment is getting more attention and becoming one of the main factors in a match.

Where does the game take place?

During the match, the player is moving around inside a stadium. In the pre-match mode, the player is working in front of a computer where he can check email, refer database, hire assistant referee, purchase items or bet on matches.

What do I control?

The player will be able to control characters during the soccer match. The player can move the chief referee and the assistant referee by switching among them inside the stadium. He can choose 1 of 3 available camera view (1st person, middle view, tower view) in the mean time. He can whistle anytime to pause the match and make judgments on any soccer team-mate. These judgments may make either the home team, away team or the crowd angry. Then, the player can use weapons to defend from being attacked, or take pills to recover from injury.

After the match, the player can check email / reply email, bet on matches, purchase items, check for database and also hire assistant referee.

What is the main focus?

The goal for different match would be different. If the player has bet on certain team in the match, he would like to control the match result by making unfair judgments. These actions may cause violence feedback which may leads to death. In the match, either the chief referee or the assistant referee die will be regarded as a failure.

As mentioned above, the player's judgement is not always welcome by teams or the crowd. When player make penalties/foul call on the home team despite the fact that the judgment is correct, the crowd will be angry. When the angriness accumulate to certain extend, violence feedback results.
Therefore as a chief referee, the player's major goal in the match is to stay alive with the 2 other assistant referees.

After each match, the player will be evaluated according to his performance and reaction time. 2 types of points resulted.

Reputation point: this will be awarded or deducted. This reputation will be used to decide whether the player is capable of handling the world cup matches and also his position in the soccer industry.
Experience point: awarded for every match. A higher level is archived using experience points. Referee will have personal attribute award at each level proceeded.

What's different?

For the matches, this is an abnormal sports game where the main character is the chief referee but not the soccer team-mates. Crowds coming down to attack referee, soccer team-mates playing soccer match with brilliant foul actions, cheats and different tactics and special stadium design are all unique.

For the management side, the player has to gain money from bet but maintain high reputation at the same time. He has to struggle among these options and make decision carefully during his carrier.
